Linda de Putāne, Head of LIAA’s Investment Promotion Division
My main responsibilities in the Division are to advise international investors on establishing operations in Latvia and to provide overall leadership and support for our team. Additionally, I am the lead advisor for investors considering setting up operations specifically in Global Business Service (GBS) industries.
After receiving BA in European Studies and MSc in International Relations from Royal Holloway, University of London (UK), I returned to Latvia and took up a position as Senior Desk Officer in the European Affairs Division at the Ministry of the Interior of the Republic of Latvia.
I joined LIAA’s Investment Promotion Division in 2007 and worked there until 2011. After taking a leave for a few years, I returned to LIAA at the beginning of 2015. My experience includes working with various projects ranging from ICT and logistics to large-scale manufacturing in metalworking and renewable energies sectors.

Rolando Huapaija-Delgado, Senior Investment Advisor
I am the lead advisor for investors working in Life Sciences, Healthcare and Green Technology sectors.
I have a bachelor’s degree in International Economics and Commercial Diplomacy as well as a MSc in International Relations from the University of Latvia. Currently I am studying for an MBA in Finance at Riga Business School.
Prior to joining the Investment Promotion Division, I was a Project manager in Enterprise Europe Network Latvia which is part of a European Commission Project operating in more than 60 countries, administered by LIAA in Latvia. My main role was to consult clients on various EU support programs, EU regulations and any questions related to starting a business in various countries.

Roberts Gudermanis, Senior Investment Advisor
I am the lead advisor to investors looking for suitable Latvian companies interested in M&A and joint venture opportunities and I provide support for investors in food processing, woodworking and textile industries.
My professional background includes work as a customer service specialist in "Swedbank". My previous experience was with LIAA’s Customer Service Division, in which I had the role of consulting clients on various State aid and EU Structural Funds programs as well as handling the questions about LIAA’s export services. I joined the Investment Promotion Division in early 2015.
I have a bachelor’s degree in International Sales and Marketing Management from VIA University College in Denmark.

Līga Pļaveniece, Senior Investment Project Manager
I support marketing operations of LIAA’s Investment Promotion Division.
Prior to joining LIAA, I worked in the communications department of the Pew Research Center in Washington, D.C., U.S. In my capacity as a public relations specialist, I participated in strategic planning and worked with a variety of audiences, including U.S. and foreign government agencies, businesses, media, academic institutions and other types of non-government organizations. I also facilitated visits for foreign delegations participating in professional and research exchange programs organized through the U.S. Department of State.
Additionally, my experience includes volunteer leadership and marketing positions promoting the work of the United Nations through the United Nations Association of the USA and the US National Committee for UN Women.
I have a bachelor’s degree in communications and a minor in political science from the University of Northwestern, St. Paul, Minnesota, U.S.

Anete Kiseļeva, Investment Project Manager
I joined the Investment Promotion Division at LIAA in May 2016 to support marketing operations.
My educational background includes Bachelor‘s degree in International Relations from Riga Stradins University as well as qualification of International Project Management from Rovaniemi University of Applied Sciences, Finland. I am currently studying a Master's degree in Social Anthropology at Riga Stradins University.
Prior to joining LIAA, I worked as a Project Planning Assistant at University of Lapland, Finland, where my duties involved project planning within the framework of Kolarctic ENPI (The European Neighbourhood and Partnership Instrument) programme and development of project application in line with PCM (Project Cycle Management) approach. Previously I have also worked in retail and customer service.
