The RE-MENT project by the Swedish company Cemvision has been selected to receive up to 27.5 million euros in funding from the European Union’s Innovation Fund for the construction of a commercial-scale low-emission cement plant in Ventspils. The project is one of only two projects planned in Latvia that were selected for funding in this call for proposals. The Latvian Investment and Development Agency (LIAA) provided support to the company throughout the entire application preparation and funding acquisition process.
As part of the RE-MENT project, Cemvision plans to build a plant in Ventspils capable of producing up to 500,000 metric tons of cement annually with exceptionally low production emissions. The project’s goal is to produce supersulfate cement (SSC), which can reduce CO₂ emissions by more than 90% compared to traditional cement production. It is estimated that during its first ten years of operation, the project will help prevent more than 3.1 million metric tons of CO₂ equivalent emissions, while strengthening the competitiveness of European industry and promoting the sustainable production of construction materials.
“Being included among the projects supported by the Innovation Fund confirms that our technology is ready to transition from the demonstration phase to industrial-scale production,” says Claes Kollberg, CEO of Cemvision. “This grant is a crucial step toward establishing our first commercial plant and demonstrating that Europe can produce the cement it needs from industrial byproducts, while generating only a fraction of the emissions typical of traditional cement production. The LIAA provided significant support in preparing our application, and we look forward to continuing our close cooperation with the Latvian government and local authorities to bring this plant project to fruition.”
Cemvision will begin preparing a grant agreement with the European Climate, Infrastructure, and Environment Executive Agency (CINEA). The agreement is scheduled to be signed between November 2026 and March 2027.
The LIAA provided support to the company throughout the application process for Innovation Fund financing, including by organizing information days in Latvia, facilitating access to expert knowledge, and advising on program requirements and funding opportunities.
“We congratulate Cemvision on receiving support from the European Union Innovation Fund for the construction of a plant in Ventspils. This support mitigates the project’s financial risks and helps move the plant project toward implementation. Such investments help develop manufacturing in Latvia using innovative technologies and open up broader opportunities for our companies in European markets,” emphasizes Ieva Jāgere, Director of the Investment and Development Agency of Latvia (LIAA).
The Cemvision project is one of two projects in Latvia that have secured funding in this European Union Innovation Fund call for proposals. This confirms that it is possible to develop internationally competitive industrial projects in Latvia that simultaneously attract foreign investment, create new production capacity, and promote the transition to a climate-neutral economy.
The first Latvian company to receive support from the European Union Innovation Fund was Aerones. In 2023, the company was awarded a grant of 4.4 million euros to increase production capacity for robots used to repair wind turbine blades.
The LIAA, together with the Ministry of Climate and Energy (KEM) and the Latvian Employers’ Confederation (LDDK), plans to host an in-person Innovation Fund information day in 2027, where Latvian companies will be able to learn about the fund’s financing opportunities and application requirements. The date of the event and the registration procedure will be announced at a later time.
