Finnish technology company DataCrunch Oy, in partnership with the Republic of Latvia, with support from international investors, has submitted a conceptual proposal to the European Commission for the development of an AI GigaFactory in Latvia. This proposal directly supports the European Union’s strategic goal of strengthening European and national capacities in AI sovereignty and leadership.

The proposed AI GigaFactory will contribute to the development of secure and energy-efficient computing infrastructure necessary for the deployment of sovereign artificial intelligence solutions across Europe. The project also aligns with Latvia’s long-term priorities in digital innovation, economic growth, and the promotion of sustainable technologies.

“The establishment of such infrastructure in Latvia confirms the country’s growing role as a reliable partner in developing technologies of strategic importance. Projects like this contribute to both the advancement of our digital economy and the attraction of high-value-added investments,” said Ieva Jāgere, Director of the Investment and Development Agency of Latvia (LIAA).

A Strategic Initiative for Europe and Latvia

The AI GigaFactory is a strategic project aligned with both EU and Latvia’s digital priorities, and aims to  build a sovereign AI compute platform, powered by up to 100% renewable energy.

The initiative will:

●          Create up to 300 high-skilled operational jobs, while boosting regional development through investments in data centers and connectivity infrastructure.

●          Provide critical compute resources for startups, SMEs, and research institutions across Latvia and the EU.

●          Enhance Latvia’s export potential in AI services, while strengthening Europe’s capacity to lead in global AI innovation.

“This project is an opportunity to position Latvia as a key hub in Europe’s AI ecosystem. The AI GigaFactory will help us build digital resilience, foster innovation, and ensure that European AI development happens on sovereign, regulation-aligned infrastructure,” adds Raivis Bremšmits, Acting State Secretary, Ministry of Economics.

DataCrunch to Lead the Initiative

DataCrunch Oy, a Finnish provider of sovereign AI infrastructure specializing in high-density GPU cloud environments, will lead the initiative, including overseeing the design, deployment, and management of the AI GigaFactory. The facility will feature over 100,000 AI accelerators, supporting AI model training at the scale of hundreds of trillions of parameters.

Latvia’s commitment to green energy, its digital transformation ambitions, and its strategic location make it the ideal host for this initiative,” says Ruben Bryon, CEO of DataCrunch Oy.

The project involves a growing network of supporters, including the government of Latvia, through the Investment and Development Agency of Latvia (LIAA) and the Ministry of Economics, institutions such as Riga Technical University (RTU) and the University of Latvia, as well as investors, such as byFounders, Skaala Capital, and Macquarie Specialised and Asset Finance. The Latvian Information and Communications Technology Association (LIKTA) is also supporting the initiative through sector coordination and policy engagement. Additional partners are expected and encouraged to reach out to join the consortium as the project progresses.

Latvia’s proposal reflects its strategic commitment to fostering digital innovation, promoting sustainable computing, and enhancing Europe’s technological self-sufficiency. By hosting the AI GigaFactory, Latvia not only strengthens Europe’s capacity for sovereign AI development but also amplifies national objectives in economic diversification, export growth, and job creation.
