To promote sustainable economic development, the Investment and Development Agency of Latvia (LIAA) serves as the single point of contact under the EU’s Net-Zero Emissions Industry Act and Critical Raw Materials Act. LIAA’s main task is to provide fast and effective support to businesses whose projects have been granted priority status.

LIAA’s responsibilities and services provided:

  • Project evaluation: Within 10 business days of receiving an application, LIAA evaluates the business’s compliance with the criteria for a strategic project (in accordance with Cabinet Regulation No. 277).
  • Maintenance of the register: by December 15 of each year, the LIAA compiles and includes in a single list those projects that meet EU-level strategic criteria.
  • Prompt notification: both the business and all public authorities and private individuals involved in the project are notified of the decision within three business days.
  • Prioritization: The LIAA ranks projects in order of priority, taking into account the capacity of government agencies, and regularly updates this list.
  • Transparency: LIAA prepares and sends the current list of priority projects to the relevant authorities. Information on qualified businesses is publicly available on the platform www.liaa.business.gov.lv.
  • Monitoring: LIAA continuously monitors project compliance with requirements. If non-compliance is detected, the business is removed from the priority list within one business day.
  • Reporting and Improvement: By March 1 of each year, the LIAA submits a report to the Ministry of Economics on the results of the services provided and offers suggestions for improving the process.
