In Latvia, 32.54 million euros have been allocated for the development of green and digital innovations, the creation of new products and technologies, the strengthening of business competitiveness, and the remediation of contaminated sites in the Liepāja Special Economic Zone. This is provided for in the agreement on the Norwegian grant program “Green Business and Innovation,” signed by the Ministry of Finance of the Republic of Latvia and the Ministry of Foreign Affairs of the Kingdom of Norway. The program will be administered by the Latvian Investment and Development Agency (LIAA), which plans to announce three project calls for proposals in 2027, in which entrepreneurs will be able to apply for grants ranging from 50 000 to 3 million euros.

The program’s goal is to promote the transition of Latvian companies toward more environmentally friendly and resource-efficient business operations, while also fostering innovation and the introduction of new products to the market. Support will be available both for the development of new solutions and prototypes and for the wider adoption of green technologies already on the market.

“More efficient use of energy, raw materials, and other resources helps companies reduce costs and strengthen their competitiveness. In turn, in-house developed products, technologies, and services can become valuable export offerings. Latvian companies and research organizations possess the expertise to create such solutions. The program will enable investment in the development and testing of prototypes, prepare green innovations for market introduction, and expand the use of solutions already in place. Cooperation with Norwegian partners will help combine the expertise of both countries, adopt technologies, and jointly develop solutions for foreign markets,” emphasizes Ieva Jāgere, Director of the Investment and Development Agency of Latvia (LIAA).

As part of the program, three calls for proposals are planned for 2027, providing support at various stages of innovation development:

  • First quarter of 2027 – to scale up green innovations already introduced to the market.
Grants ranging from 500 000 to 3 million euros for the wider adoption of green innovative products and technologies that have already been developed and brought to market, including resource-efficiency and renewable energy solutions. A total of 9.37 million euros is allocated for this call for proposals.

  • Second quarter of 2027 – for the development and market introduction of green innovations.
Grants ranging from 100,000 to 499,999 euros for the development and market introduction of new environmentally friendly products and technologies, with a particular focus on the circular economy, resource efficiency, and the reduction of wastewater and pollution. A total of 12.53 million euros has been allocated for the call for proposals.

  • Fourth quarter of 2027 – for prototype development by women entrepreneurs and startups.
Grants ranging from 50 000 to 99 999 euros for the development of prototypes for new products, services, processes, and technologies. A total of 2 million euros has been allocated for this call for proposals, with funding distributed in roughly equal parts to women entrepreneurs and startups.

Support will be available to micro, small, and medium-sized enterprises registered in Latvia, as well as to large enterprises in which public-sector ownership does not exceed 25 percent. At least 17.87 million euros are planned to be allocated to small and medium-sized enterprises under the program.

Eligible activities will include green and digital innovations, environmentally friendly products and manufacturing processes, circular economy solutions, renewable energy technologies – including biofuels and hydrogen solutions – as well as wastewater treatment and pollution reduction.

The exact deadlines for announcing the calls for proposals, the application procedure, and the terms and conditions for support will be published on the LIAA website.

In addition to business support calls for proposals, the program includes a project to remediate a contaminated site in the Liepāja Special Economic Zone, with the aim of returning it to economic use and creating the conditions for further business development.

The project will be implemented by the Liepāja Special Economic Zone Authority, and the maximum funding allocated for it is 5.88 million euros.

To promote the transfer of knowledge and technology, the formation of new partnerships, and the development of joint innovations, the program also provides support for bilateral cooperation activities in the amount of 190 000 euros. Project proposals to be implemented in cooperation with Norwegian partners will be given priority during the selection process.

The program’s total funding is 32.54 million euros, of which 27.69 million euros comes from Norwegian grants and 4.85 million euros from co-financing from the Latvian state budget. The program will be managed by LIAA in cooperation with the donor country’s program partner, Innovation Norway.
