Riga, July 3, 2025 – Baltic Photonics Ltd., together with the Ministry of Economics and the Investment and Development Agency of Latvia (LIAA), has signed a Memorandum of Understanding (MoU) to drive the development of a strategically important night vision optics manufacturing complex in Latvia.
The planned 6,400 m² factory will be the largest of its kind in Europe, providing approximately 250 highly qualified jobs in the assembly and production of third-generation image intensifiers. Full-cycle production is planned to begin in 2027, reaching a production capacity of 20–30 thousand units per year.
“The development of the Baltic Photonics factory is a step forward in strengthening Latvia’s industrial and technological independence. This project shows that our country is capable not only of attracting investments, but also of developing production with strategic importance. It will provide new, well-paid jobs and at the same time strengthen Latvia’s export capacity. The Ministry of Economics is committed to ensuring that the implementation of such projects takes place smoothly and predictably, as they are the pillars of our future economy,” emphasizes Viktors Valainis, Minister of Economics.
Currently, the company’s laboratory is already carrying out assembly, maintenance and service of third-generation night vision devices. Additional equipment for the production of power supplies will be installed over the next two months. The factory will serve not only as a significant employer, but also as a photonics and optics research center, where artificial intelligence solutions, wireless technologies and new materials will be integrated into next-generation night vision devices.
“This type of investment is proof that it is possible to develop modern and highly specialized production with added value in Latvia, which will significantly strengthen our economy. This project is important both in terms of job creation, technology transfer, and strengthening Latvia’s position in European and NATO supply chains. The task of LIAA is to create a predictable and supportive environment for the implementation of such strategic investments,” says Ieva Jägere, Director of LIAA.
By signing the Memorandum of Understanding, state institutions confirm their readiness to cooperate and recognize the project as strategically important, ensuring effective coordination with the institutions involved and establishing a contact point system for timely decision-making. The Memorandum also provides the basis for possible access to state and European financial instruments, which will ensure the sustainable development of the project.
