The service provides for the granting and listing of qualified venture capital investors as a qualifying venture capital investor. Companies backed by listed investors of qualifying venture capital investors may apply for the aid provided for in the Performance Support Act for start-ups.

Process description

  1. Service requests
    In order to request the service, the application form addressed by the LIAA must be completed, adding the additional documents to be submitted in Cabinet Regulation No. 74 of 1 March 2017, Procedures for the Application and Administration of Support Programmes.
    The application may be submitted by signing it with a secure electronic signature, by adding a time stamp and by sending it to the official LIAA e-mail or by post.
    The application can also be submitted at the same time as the application by the venture capital investor for the aid provided for by the Law on Operational Aid for start-ups (see Financial support for the remuneration of start-ups).
    Additional documents to be submitted:
    1. For a person or community of cases registered as an alternative investment fund or fund manager, a copy of the documents certifying that he or she has been registered as an alternative investment fund or fund manager.
    2. For the accelerator, proof of its implementation of 3 short-term (up to 12 months) accelerated programmes over the last 3 years.
    3. For a business angel (a natural person), its CV, which shows the experience of the commercial activity of a person in the position of the head of the capital company or a member of the board, an extract of the bank account belonging to the investor, which certifies that the investor has made a payment to the commercial companies listed in the application; an attestation thereof that he or she is a member of the international venture capital investor network.
    4. Business angel (legal person) - a statement that its investments or the investments of holders of their respective capital shares, which together or separately own more than 50 per cent of the capital shares, comply with Section 5, Paragraph one, Clause 4 of the Law on Aid to start-ups; a statement that the investments have been made from the funds of that person, a statement that it or a part of the capital the custodian is a member of the international network of venture-capital investors.

  2. Receipt of services
    After evaluating the application according to the specified criteria, the Performance Assessment Commission of the start-ups shall take a decision on the inclusion or non-inclusion of venture capital investors in the list of qualifying venture capital investors, which shall be sent to the address indicated by the recipient.
